Charles is an Independent Non-executive Director for Aventis Financial Planning in Malta. He is a Chartered Financial Analyst (CFA), and has a BSc. in Economics with a minor in Economic History from Loughborough University.
Charles is a trained economist and financial analyst with over 20 years of professional experience in institutional portfolio management, brokerage, and the capital markets. Former employers include Hill Samuel, L.F. Rothschild, Nomura, Raymond James, and Prudential Bache.
Between 1998 and 2002 he served as a Westminster City Councillor, with his last appointment as Cabinet Member for Transport and Infrastructure, in charge of Westminster’s roads, bridges, and parking.
Later he moved into financial markets policy, in time for the global financial crisis, where he built and headed CFA Institute’s advocacy team for Europe, Middle East, and Africa, located in London and Brussels. From there he moved to Jersey and worked as a policy adviser for the Jersey Financial Services Commission. During his time in policy, he gave evidence before HM Treasury Select Committee, for their report ‘The run on the Rock’ (the collapse of Northen Rock), and at the Berlaymont on regulation supporting retail investors, and also served as a member of EIOPA’s stakeholder committee on pension regulation.
Upon the result of the Brexit referendum, he moved to Malta where he has served roles in AML and compliance. He maintains a keen interest in investing and the financial markets.
