Mr. Nicolas Rallo is the Regional Director for the ICAO “European and North Atlantic”(EUR/NAT) Office, located in Paris, France. This office serves 56 States spread across Europe,the North Atlantic and parts of Asia and North Africa, and supports the Organization’s strategicobjectives and supporting strategies to help enhance aviation safety, air navigation capacityand efficiency, aviation security and facilitation, environmental protection and the sustainabledevelopment of air transport.
Mr. Rallo has 30 years of progressively responsible experience in civil aviation. He joined ICAOin 2003 and held various positions at Headquarters, including as the chief for the “UniversalSafety Oversight Audit Programme” (USOAP). He also served in the European, South-EastAsian and Pacific regions, providing implementation support to States at technical andstrategic levels. In 2020, at the request of the ICAO Secretary General, Mr. Rallo coordinatedthe ICAO Secretariat’s activities in response to the COVID-19 pandemic.
Prior to joining ICAO, he worked as an aircraft accident and incident investigator as well as inaerodrome safety and environmental protection, in France and in Brazil.
Mr. Rallo, a French and Italian national, holds a Master’s degree in Aeronautical Engineeringand a Postgraduate degree in Human Factors for the Design of Aerospace Human-MachineSystems. He is fluent in English, French, Spanish, Italian, and Portuguese
